Another key factor to consider is the game’s difficulty setting. Fugitive Heads have a significantly lower spawn rate on difficulties below Torment. Given the already challenging nature of acquiring these resources, it's advisable for more casual players to gradually acclimate to Torment difficulty before embarking on their Headhunt. With Season 7 running until April, there’s ample time to explore and collect Fugitive Heads at a comfortable pace.
