The treasure chest is situated northeast of the Emerald Stair Ranger Headquarters, as shown on the map above.

To reach it, fast travel to the Rolling Crags Beacon. Turn right and proceed directly, keeping the Ranger Headquarters to your right. Continuously monitor your map to ensure you remain on course.
