This challenging boss resides in a large, circular arena within the Shores of Last Breath, located in the Fagaceae Peninsula. However, accessing the boss fight necessitates completing two prerequisites.

First, complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, situated in the Shores of Last Breath, involves combat challenges. While achievable in a single session, it's a time-consuming endeavor. Completing this quest is crucial; the boss arena remains inaccessible until its completion.

Second, locate all Dream Patrols in the Shores of Last Breath. Completing the patrols isn't required; simply discovering their locations on your map suffices. Upon discovering all patrols, a message confirms Nightmare Tempest Mephis' appearance, and the boss becomes accessible at the location shown in the image above.
